Build is 11.1.0.13
AutoUpdateW is not running.
I tried turning Norton AV off but no change.

I see you have 11.1 but what build? I would imagine an earlier build than current. Open task manager then look for a process called 'AutoUpdateW', end this task then run InnoScript. It should work then. Also I would recommend updating to the latest build which is 13.
 
Also, you are posting in the incorrect area. This has been moved to the InnoScript area...
 
BTW: InnoScript is one word...

Operating System Windows 7
Installed as Admin.
Executed as Admin.
Inno Script Opens then ends.  Where do I start?
