When you uninstalled did you delete \Program Files\Randem Systems\Release? Did you re-download InnoScript? Are you using the latest License?

I uninstalled IS and then reinstalled it but I still get the same problem.
 
Sometimes IS starts OK but mostly it gives me the No license present message and after I enter license details it comes back with Problem with License installation CLF but after I close that dialog IS sometimes does start and sometimes lets me build the script and other times it hangs and I have to use Task Manager to kill it.

Funny how it's almost midnight where you are but I'm making the silly mistakes.  
Yes I meant 11.1 Build 16.

I will assume that you mean version 11.1 Build 16. Try uninstalling InnoScript then re-installing with a fresh download.

Hi randem,
In the past few days my InnoScript has started  to play up.
 
Previously I would double click on my '.pjt' file to open InnoScript project and then 'Create Script' and run 'Inno Setup' but now it complains about the license, i.e. Problem with License installation CLF however (sometimes) it still runs but then shortly afterwards it'd lock up.
 
I've updated from V1.0.15 to V1.0.16.
 
Please help.
