There is an issue with not being able to create the USB recovery drive on Dell computers. This one is tied strictly to dell computers but a similar technique may be useful on other manufacturers computers that show the same issue.
The problem is with the Dell Power Manager Lite Application. You must uninstall it and reinstall the newer version of this software as recommended here http://www.dell.com/support/home/us/en/04/Drivers/DriversDetails?driverId=JY7X4& (http://www.dell.com/support/home/us/en/04/Drivers/DriversDetails?driverId=JY7X4&)
After installing the later version; you should be able to create the USB recovery drive.
