Due to the strict nature of the BotBanish protection scheme, some plugins will not activate / deactivate properly when BotBanish is activated. The plugins will terminate with a fatal error. To rectify this, deactivate BotBanish, activate the plugin then re-activate BotBanish. This may be due to BotBanish enabling "mysqli_report(MYSQLI_REPORT_ERROR | MYSQLI_REPORT_STRICT" on mysqli and the WordPress does not handle the exception properly. This is why if you deactivate BotBanish then activate the plugin, the plugin will activate / deactivate properly. This happens more-so with caching plugins.
Bug reported in WordPress 6.9 and acknowledged with a fix in the next release of WordPress.
