I have encountered the Outlook error 0x8007007E when attempting to receive messages using Outlook, although I can send emails just fine; Outlook downloads the headers but will refuse to download the messages. The reason for this error seems to be the following in my case:

1 - Installed Windows XP Pro
2 - Copied over the registry databases, Windows folders and Documents and Settings folders.

This procedure was done because I had a 320GB drive that had two partitions that went bad and there was no way to clone this drive to a 80GB drive. Attempting to just transfer a bootable copy of the first partition was futile, so this was the only process left preserve the settings so that I could continue to use my laptop without loosing my setting.

Following this procedure all the software worked perfectly except Outlook. This is probable due to Microsoft placing a hidden file somewhere on the HD that did not get copied over (this is a known procedure for Microsoft). Uninstalling and re-installing Outlook did nothing do solve this issue. What solved this issue was running Microsoft Update (Windows Update with Microsoft Update added you need to sign p for this and it is free). I ran all the updates for Windows and Microsoft products and the issue was resolved.
