Here is how to find and turn off or minimize the P2P functionality of Windows 10.
Once you turn these options off you may notice that the sluggishness of Windows will magically disappear.

1 - Go to the settings screen then select Update & security

2 - Under the Windows Update tab, select Advanced options

3 - Select Choose how updates are delivered

4 - Select PC's on my local network, this will disallow P2P from being used on the internet.
It will only be used on your LAN. If you do not want it to be used at all, just turn this option off completely.
If you only have one computer turn this option off.

5 - To get here go back to the screen in step 3 to choose Privacy settings, then set all options to off
to keep from sending Microsoft and apps data about you and your habits. If you want to really protect yourself;
go thru each of the options on the left hand side of the screen and turn all options off. If you decide that you
want the option later it is easier and safer to only turn them on when you are actually using them.

6 - Select Manage my Microsoft advertising and other personalization info to get to the Microsoft website
so that you can turn off personalized ads that Microsoft will attempt to send to your browser when you
visit other websites like MSN, AOL and ApepNexus and search engines like Bing.

7 - In Speech, inking & typing, Set Cortana not to learn anything about you
