It is supposed to stay there. If you want to remove it you will have to include commands in the [UnInstallDelete] section. If you are sure that there will be no usable data in that folder if the user uninstalls and then re-installs your app in case of trouble with the app.

Is the Uninstall suppose to remove the Program File entry for the application?
 
After the install, on the C drive, I have the following: C:Program FilesUltimate_Sports_Pool. I also have the icon on my desktop.
 
After I run: Uninstall Ultimate_Sports_Pool, the desktop icon is removed but C:Program FilesUltimate_Sports_Pool is still there.
