Is there anyway to download a HELP PDF file for Inno 10.4 Build 4? Because someone like me ONLY has excess to the internet twice a week using WIFI.

You have the help installed on your computer at the time of installation. Just go to the main menu to Help->Documentation and you will have the help documentation.
