Yes, The location of the files is where your VBP file states that these files should be, but in 'SAFE MODE' your files cannot be found for the system folder is off limits for searching.
 
InnoScript 2.3.7 leaves the source folder name, this was a change from prior versions and will be will be rolled back to have no folder name mentioned when a file cannot be found (Version 2.3. to advoid confusion.
 
But for now, this is why the missing files have a source location when you use Inno Setup.

Scanned a vbp using version 2.3.7 in the safe mode and saw in the log file that the system ocx files were missing as expected but when transferred the script to Inno Setup, the files were listed in the Files section with the system paths. Is this normal
